Golf Operations Policy | CEDAR FALLS MUNICIPAL GOLF COURSES | City of Cedar Falls Park Division 606 Union Road, Phone: 273-8624, Hours: 7:00 - 3:30 | | The purpose of the Cedar Falls Municipal Golf program is to provide the best possible playing conditions for golf patrons within the money appropriated. All operational and maintenance procedures are for this purpose only. If everyone connected with the golf program works together with this objective in mind, Cedar Falls' already excellent golf program will become even better. It is the purpose of this manual to touch briefly on procedures that will assist everyone. |

Golf Season:
Pheasant Ridge - Open approximately April 1st Close approximately November 15th
Walter's Ridge - Open approximately April 1st Close approximately November 15th
Washington Park - Open approximately April 1st Close approximately October 31
1. Courses are open seven (7) days a week, sun-up to sun-down. Beverages and snacks are available.
2. On occasion, temporary flagpoles will be placed in fairways due to maintenance work on greens. Golfer's cooperation is mandatory.
3. Occasionally nine (9) holes will be closed for maintenance for short periods of time primarily during the spring and fall renovation operations.
4. Occasionally practice greens will be closed by the Golf Superintendent due to physical conditions and maintenance work.
5. Reservations are scheduled with the Golf Professional at the Pro Shop, unless otherwise approved by his employees (Pro Shop attendants).
6. The opening and closing of the courses are the decisions of the Golf Course Superintendent and the Park Division Manager.
7. Tournament requests must be submitted to the Golf Professional for review and authorization.
8. In case of emergency, the Golf Professional should notify the Golf Course Superintendent. If contact with the Superintendent is not possible, the Pro should notify the Park Division Manager.
Rules & Regulations:
| 1. The Golf Superintendent, Sr. Groundskeeper, Golf Professionals, and the Ranger shall be agents to the Park Division Manager and shall enforce all Division rules and regulations pertaining to golf. | 2. United States Golf Association rules govem play. | 3. Everyone must have a ticket in possession. (Spectators allowed only when permission of staff or Golf Professional is secured.) | 4. "Soft Spikes" are required on all municipal golf courses and in the Pro Shops. No metal spikes of any type are allowed. | 5. No smoking in the Pheasant Ridge and Washington Park Pro Shops | 6. No starting on any hole other than #1 without authorization. | 7. Each player must have a bag and a minimum of three (3) clubs. | 8. Fivesomes are only allowed with approval of the Golf Professional during low volume play or special tournaments. | 9. Golf Professional Staff reserve the right to pair up tnvosomes. | 10. Practicing restricted to driving range and practice greens only. | 11. Repair ball marks on greens and replace divots on tees, fairways and roughs - rake sand traps. | 12. Out of bounds defined by perimeter fencing or white stakes. | 13. Water hazards defined by white stakes with red top. | 14. Lateral water hazard defined by white stakes with yellow top. | 15. Golf instruction on practice range by Golf Professional authorization only. | 16. Theft or misappropriation of found range balls is a crime. | 17. Trespassers, dogs, dog walkers, bicycle riders, picnickers, joggers, or any unauthorized person shall not be permitted to walk, ride, or rest on golf course premises. | 18. Must be at least 16 years of age and hold a valid drivers license to operate golf cars. | 19. All beverages must be purchased at pro shop. | 20. Keep pace -- an 18 hole round of golf should be played in four (4) hours. | 21. Keep golf cars on paths at all times where available. | 22. Shoes must be wom on course and in the Pro Shop. | 23. Each golfer is personally liable for all damage to property or injury to person which results from golfer's actions. | 24. The Superintendent or the Golf Professional may remove a golfer, or golfers from the course for flagrant violation of course rules or golf etiquette such as obnoxious behavior, intoxication, damaging of the course. refusal to let people through when holding up play, failure to follow course of play from the designated hole to hole basis. | 25. The Golf Professional, Superintendent and/or the Park Division Manager may restrict a golfer or golfers from all public golf courses for a specified time for flagrant or repeated violation of golf rules. | 26. No person shall play golf on a golf course after said course has been closed by the Golf Superintendent due to weather or certain maintenance practices. | 27. No vehicle other than golf cars shall be permitted on golf course without permission of the Golf Superintendent and/or the Park Division Manager. | 28. No fishing is allowed on the Pheasant Ridge, Walter's Ridge or Washington Park Courses. |
Reservations and Casual Play:
Reservation System (Pheasant Ridge only)
The main golf season shall begin approximately April 1 and terminate approximately November 15.
A. Reservations for daily play are available from Pheasant Ridge Course.
B. Reservations can be made by telephone one week in advance.
C. Failure to honor reserved times will result in future requests for reservations being denied.
Casual Play
A. Pheasant Ridge, Walters Ridge and Washington Park are casual play (first come, first served) other than reserved times and excluding tournament play. If courses are closed to casual play due to tournaments, notices are posted prior to tournament dates. Casual play during reservation period is first come, first served, if there are time openings.
Operational Control of Golfers:
| 1. | Players must pick up fee receipt at Pro Shop before starting play. This includes season ticket holders, patron card holders, and daily fee players. | | 2. | "Soft Spikes" are required on all municipal golf courses and in the Pro Shops. No metal spikes of any, type are allowed. | | 3. | Starting on hole # 10 only when approved by Golf Professional or his designee. | | 4. | Policy - No rain checks. | | 5. | Golfers must purchase range balls at Pro Shop for use on practice range facility only. | | 6. | There is no lightening safe place on the course. All patrons are strongly advised to seek shelter in buildings or automobiles off the course immediately upon seeing or hearing an approaching thunderstorm. |
Special Rate Play:
| 1. | Golf Course Superintendents and P.G.A. Professionals may play upon the presentation of their professional card. | | 2. | Senior fees are available to those persons age 65 and over. | | 3. | Student tickets will be in effect only for organized teams of High School or University students and upon designated courses and approved/scheduled periods of time. | | 4. | Junior fees are available to those persons age 17 and under. |
Organized High School and University Play:
| 1. | Student tickets (daily fee or mini season) are available to all competitive team members. | | 2. | The Park Division reserves the right to assign the golf courses for practice and scheduled meets for the purpose of distributing play more evenly. | | 3. | Tickets are good only during team practice and approved inter-school competition. | | 4. | All school team rosters must be submitted to the Park Division Manager and Golf Professional. | | 5. | Coaches of school teams must accompany and supervise their team during play. | | 6. | Coaches may play with team players. | | 7. | Coaches are responsible for limiting the number of team players. |
